Don’t squander funds, CIAA tells government

KATHMANDU, FEB 23 -
The Commission for Investigation of Abuse of Authority (CIAA) has directed the government not to release funds on piecemeal basis to development committees, academics and councils, going against the annual budgetary allocation.
The directive from the anti-graft body comes after the Baburam Bhattarai-led government distributed millions of rupees under the non-budgetary heading. Amid speculations of change of guard, the government has been emptying the state coffers haphazardly through Cabinet decisions. “Such distribution of non-budgetary fund from the budget cannot be considered as a healthy practice,” said CIAA spokesman Krishna Dhungana in a statement.
The CIAA has also asked the government to provide the details of distributed amounts and the recipients without delay. Last week, the Cabinet decided to release Rs 6 million to the Marxist Study Centre, headed by UCPN (Maoist) Politburo member Sonam Sathi, who is considered close to Bhattarai. The centre comprises Maoist leaders, including Central Committee member and Bhattarai’s spouse Hisila Yami.
Last week, the Cabinet had also decided to allocate Rs 50 million to the Impoverished Citizen Investment Fund and Rs 459,000 for the chairperson and members of the National Dalit Commission. The Commission is headed by Sushila Sherpaili, who is said to be a Maoist sympathiser. Similarly, Rs 5 million was distributed to the Ghanshyam Martyrs Memorial Academy and the Film Development Fund each.
